WiFi or Mobile data

This flow selects WiFi and turn off mobile data, if WiFi is available. Else, it turns on mobile data and turns off WiFi. If mobile data is on, it then checks whether the mobile data received is less than 3kb/sec. If so, then mobile data is switched off until next time display is turned off and on.

Is it possible that The flow need SecureSettings APP to rub correctly. Seems it is so on my device ZOPO ZP999?
Is it correct Ehen WiFi is off,it set it in if possible?
