Make global variable list accessible from "edit flow"

The global variable list is not only accessible when a flow is edited. You should add the appropriate menu item to the menu there.

The editing screen of an action or condition contains a menu Select Variable that should also list the global variables (and the local variables most likely available in this place of the flow). Selecting a variable in this list will copy the text to the clipboard so you can paste it in one of the text fields of the action or condition.
