It doesn't work here for some reason. I set pop up on screen but the notification just shows in the notification shade as normal.

Ok, got this to work. May be something to do with notification channels stopping it working. Anyway, this isn't what I'm after...
Now thinking what I'm after is actually a custom widget setting(s) to make it show (appear/scroll/animate) from top/left/bottom/right perhaps with fast/slow/med speed
Maybe even to hide with the opposite animation...
