I was wondering if automagic could be used to control CPU frequency, as is possible using Tasker.
Actually I want that whenever I put my device to sleep i.e. whenever the screen is turned off or locked, all the four CPU cores of my device should either go to sleep or should run on the minimum possible frequency, so that the battery drainage can be significantly reduced.

Isn't it done automatically by Android itself?
I am unaware of such feature (unless you can potentially use some root commands) but have a look at some plugins for Tasker that may be available. Tasker plugins actually work quite well with Automagic.

Well, I would request you to kindly have a look at Tasker, wherein under the "Tasks" tab, we can click on "+" i.e. "Add Action" and the actions related to CPU can be added under the "Misc" category.
In there, you can see options for selecting the number of CPU cores, the type of governer, the min. freq. and the max. freq.
I am asking you to have a look at Tasker because had the feature requested by me already been a built-in feature of Android, why would the Tasker developer team implement it in their app?
