Mobile Country Code (MCC)
Mobile Network Code (MNC)
Mobile Operator

I think there's no official way to be informed about changes of MNC and MCC. You could use action Init Variables Phone Info to get the values and either execute the action periodically or execute the flow when the cell changes (which can also be unreliable when the screen is off).
