Vibrate Off, Everything Else On

I want to set an audio state where all volumes are at whatever level I choose (in particular in this case, Notification at zero, but that's not essential) and vibrate is off. I haven't been able to come up with a combination of actions that will do that.

Any suggestions?

Can't you do this with a combination of "Set Audio Volume" and "Set Vibrate on Ring State"?

I've tried, but every time I turn off vibrate, one or more volumes turn off. Then if I turn the volumes back on, vibrate comes back. There seems to be no way to turn vibrate off and keep it off when adjusting volumes.

Conversely, adjusting volumes first and turning vibrate off causes the volumes to turn off as well, as if I'm setting the phone to silent mode.

If there's a combination that works I haven't been able to find it.
