The turn screen on action work by sms received trigger but it doesn't work by time action.
Please test it!!!

This action works for me. Can you please post your flow here, so I can run the identical test.
Did you check the log (on the flow list: Menu->Manage->Log) to see whether the flow was executed at all?
What device, Android version and ROM are you using?
