I want to have a flow that start when disable an flow and enable it again to prevent disable that flow.

You can enable and disable flows by using "set flow state" action.

If I understood your question correctly, I don't get it why would you like to do that. Flows doesn't disable themselves accidentally. It always requires user input or the before mentioned action.

I have a flow group for limit my phone usage time that i create it for me.
I disable it sometimes to can use phone more time.
I want to enable this flow after when i disable it.
I want to limit own.

Makes no sense. If you now disable the flow, you will disable it later, too. Then your new flow will enable it and then you will disable this flow, too. As long you have access to Automagic you will not find a way to save you with Automagic.
