I would like to make a flow, if application is active (for example quick pic), turn on the rotation. Next, when application is close, turn rotation off. I'm trying the app task started/ended, but without effect.

I use QuickPic too and I don't have any problems with those triggers. Could you post your flow here, so I'll try to check what's the problem?
