I have flow setup that will read incoming text messages in Hangouts when I'm connected to certain bluetooth devices. However, this will not read out loud incoming messages from other Hangouts users.
I'm not able to find anything that will match this scenario. Is something available in Automagic for this currently? If not is it possible and/or does something else exist that can.

Trigger Notification on Statusbar Displayed should work at least to some degree. Maybe you have to use a script to trim the text to remove uninteresting parts.

I'll take a look a this. Though right off the bat I see the issue of this interfering with actual text messages being read as they have the same notification (iirc).
