I want to make a speech output that lets me know on which Mobile Datanetwork i am on that moment?

Please, be more specific about what you want. Do you want notification on screen and/or spoken announcement? When do you want to receive the notification?

Making a trigger for when my Mobile Data Network change ex. 3g to LTE then spoken announcement must be made...

This should be one of the easiest things to do with AM. Also, search tool is your best friend when in doubt. Using search words "mobile network" I found my own topic from a few years back where I asked exactly the same question. I use action Notification on screen to show the info instead of Speech output but they work very similarly. Also, the condition in my example flow is not needed, can't remembeer why did I put it there.
