I would like to start the SMS read function based on when the car is moving faster than a specified MPH. Is there a trigger already that is available to know when the phone is in a car and moving?

You can use trigger User Activity to execute a flow when Google Play services determines that you are driving in a car respectively In vehicle. The trigger can be delayed a bit.
The trigger Speed might also be of interest, however it uses GPS receiver and therefore consumes more battery.
