It is possible to fix the icons in a flow so you can not move them unintentionally

I don't think it is possible, maybe you should request it at the request section. other work around will be dragging your finish elements to far end so it won't be misdrag when you are completing the other part.

Locking the items is not possible yet but has been requested before so it's already on my list of features under consideration.
