I also get it today, from my chrome android 61.0.3163.98. err_ssl_version_or_cipher_mismatch
Somehow, using mobile data and wifi (different ISP) give the same error. But if I VPN to another country, It works fine. The https certificate shows green.

Several hours later, no more error in ssl, probably the routing internet from my country have problem with the ssl server.
