Connect to available wifi?

I've made a personal set of security flows triggered by #stolen in various programs notifications, but I'm having trouble with one thing

When this setup is triggered, I can check for available wifi, but I don't see a way to connect to unknown and insecure wifi points. I'd like to do this so that once I tell automatic my phone is stolen it goes into a sort of brute Force mode and connects to every wifi it can find that's open, without user (thief) interaction.

Try Action Add Wifi Access Point. Put the variable SSID there, leave blank password and leave the Activate checked. It should automatically try to connect to that open wifi network. But I am not sure if the phone will perform the action when locked or when location feature is off.
