Anyone know if this action is known to work on a Samsung Note 9 with Oreo (9)?

process is as below
trigger =notification on Statusbar Displayed
action= Perform Action on Notification on Statusbar
click notification or click button select which you want.
caution = this action won't work without the trigger
notification on Statusbar Displayed

Yes I know. I have a flow that's working on my Pixel 2, but not on friend's Samsung. Hence wondering if Samsung have a ROM it doesn't work for...

I don't have samsung device to test it out. But make sure you have granted all necessary permission, such as notification access and maybe accesibility too.
