No sorry, I can not transfer licenses since this is handled by Google Play itself. Please contact customer support of Google Play, maybe they can transfer the license:

I did.
This is what they replied: If you're trying to transfer apps from an old account to a new account, I'd recommend contacting the app developer to explain the situation. Some developers are willing to issue a refund for an old purchase if you repurchase the app using a new account.
