Why did this trigger fire?

I don't understand how the Wifi Disconnect Trigger works. Here is a simple example.
* A Wifi Disconnect Trigger is enabled.
* Wifi is OFF, so nothing is connected by WiFi.
* Wifi is now turned on.
* The Wifi Disconnect Trigger fires.

Why? WiFi was not connected so how could it disconnect? I am sure this makes sense on some other planet, but my earthly understanding is not well grounded. :roll:

I am using same flow since beginning but it never triggered like yours. It only triggered when wifi is got disconnected.

Does it happen every time? I mean if you turn off wifi dan turn on again, does it triggered immediately again? Or it just happen once?

What is the device that does this? Android version?

Maybe a weak signal on the edge of detection at the beginning of contact?
Or quickly flickering on/off at first contact?
In other words: a faulty router/modem?
Phone: LG Nexus 5X (rooted vanilla Android 7.1.2)
