Start activity Package Installer

I've changed the file selector to return a file uri instead of the content uri. It seems that the package manager of Android does not support the SAF. Will be interesting to see if Google will extend the package installer to support content uris on Q.

I've tested one more time on an Android 8.1 device (emulator) and the installer returns OK/-1. Could you please import this flow and see if this really does not work on your device?
Flow: Uninstall Test Flow (just change the package to something that exists and can be uninstalled)

Works.

My fault. I was putting that line in Access result extras. Never checked carefully that there is an Extra field present.
