Thank you to everybody who replied. I've been trying some of the suggestions out, but my concern is that any solution based around Control UI is likely to break if there's any changes to the menus in a future patch or version.
As I usually only reboot my handset every week or so, I think I'll go with the comment above and just toggle the setting manually after each reboot.

@Philip : Yes, but update with UI changes rarely happen. So I can tolerate changing the script once a while in several months. But of course, not with everyone. Choose the way which is comfortable for you.
