Music level 0

It's a bit strange that the volume level popup is not shown on level 0. On most ROMs the popup is shown also for level 0 (when I recall correctly). Perhaps your device completely ignores level 0.
Can you please change the configuration of the action to level 1 and check if the flow works this way?
Please also enable the volume level popup in the action so you get a visual indication of the value applied by the flow. Does the flow apply level 1 or still level 12?

When i set the volume level to 1 the volume popup comes and shows me that volume level is set to 1 but when i check the volume in settings of the phone it is again showing volume level 12.

It instead of setting music volume 0 it mutes the keypad tones.

I'm out of ideas. Please try to reboot the device.
Did you update the ROM lately or install some kind of ROM modifications like an Xposed module?

What device/ROM/Android version are you using?

I have not updated rom lately.
I am using samsung galaxy s duos (4.0.4).
I have rebooted my device many times..
