Allow certain apps only within timeframe

How would you construct a flow which allows you to run certain apps only during a predefined timeframe?
example gmail app can only be opened between 9am and 10am If you start it outside that timeframe you have to enter a text to continue
(Purpose= kind of forcing reading mails only once or twice a day)

you can use this:



The First Flow is the App and Time check.
The second Flow enables the first flow if Gmail is closed or left
