Blur and Dim wallpaper

Would love a feature where i can blur or dim a wallpaper, i prefer not to use Live wallpapers, but the advantage of using live wallpapers is you can do things like blur the wallpaper, which can be good for seeing the difference in the wallpaper and icons.
