can someone please help me with the control UI to change lockscreen wallpaper on a certain flow?
I want it to change the lockscreen wall paper when wifi is unavailable and it looks the screen

I'm not sure if i follow your question.
Do you want to change the lockscreen when both, wifi is unavailable AND the screen locks?
I'm sure i'm missing the point of such flow, but why change the wallpaper when the screen gets locked?
Can't give you advice on the Control UI though, since i've never used that before so it's all ears here on what anyone else has to say.

Oh, if the trigger is screen off, the Control UI solution won't work. As Control UI need the screen to be on first before executing.
But if only wifi not available, you can use it though : viewtopic.php?f=6&t=7320
